Within the last four years, at least 1,400 garment manufacturers and contractors have beenclustered within and directly adjacent to the Fashion District in Downtown Los Angeles.

The different colored areas indicate new zoning and land use designations, and reflect the reduction and displacement of garment manufacturing uses in the Fashion District.

Along the western half of the district, in the orange and peach colored areas, where a majority of these businesses are located, garment manufacturing uses are entirely prohibited.

In the heart of the Fashion District, in the light purple area where the clustering of businesses is most dense, is where garment industry businesses make up 70 to 80% of the tenants of many 10-12 story buildings. With the new plan, developers would only be required to ensure “job productive uses” on one floor. There is no requirement that the developers prioritize garment manufacturing uses.
